Colin Kummerfeldt
Development Manager, Apex Clean Energy
Colin Kummerfeldt leads Apex’s on-the-ground development efforts for Carland Wind, working with landowners and the broader community to answer their questions, manage project studies, and make Carland Wind a reality. Colin was born and raised in Howell, Michigan and attended Howell High School prior to attending Western Michigan University, where he earned a degree in Political Science focused on American Public Policy.
Prior to joining the Apex team, Colin worked in Michigan’s State Senate as a scheduler and special events organizer for one of Michigan’s thirty-eight senators. He also has experience with local townships through job shadowing with a local assessor’s office. Colin will work with landowners, local supporters, and community stakeholders to help answer questions and inform members of the community about the project.
Tim Roe
Land Manager, Development, Apex Clean Energy
Tim has been working in renewable energy since 2016, with a focus on building relationships in rural communities across Michigan and Illinois. He values the chance to learn directly from landowners and always appreciates the history, tools, and ingenuity found in working barns throughout the countryside.
He’s passionate about helping landowners understand how wind energy projects work, not just on paper, but how they fit into the fabric of a community. That starts with honesty, transparency, and using tools like maps and visuals to make complex information easier to understand.
When he’s not on the road, he coaches hockey and serves as a hockey club director. He enjoys staying active, whether it’s snowboarding in the winter or wakeboarding in the summer. Tim recently got married and moved to Michigan. He’s a proud alum of Western Michigan University and holds an MBA in Finance and Accounting from Robert Morris University of Illinois.
Jack Elsnes
Public Engagement Manager, Apex Clean Energy
As a public engagement manager at Apex, Jack Elsnes leads outreach efforts for wind and solar projects across Michigan and Indiana. He works closely with landowners, local officials, and community stakeholders to build trust, answer questions, and keep residents informed as projects move through development and permitting.
Jack brings a background in nonprofit development and community organizing, with a strong belief in the long term economic value that renewable energy can bring to rural communities. He understands the complexities of siting energy projects and is committed to honest, transparent communication throughout the process.
Jack lives in Minnesota with his wife, their newborn son, and four dogs.
Sam DePaul, Field Manager, Apex Clean Energy
Sam DePaul has been a field organizer with Apex Clean Energy since 2022, supporting wind and solar projects across Michigan and Ohio. She works directly with landowners, local officials, and community members to share information, answer questions, and help guide projects through public outreach and engagement. Sam graduated from the University of Akron in 2016 and has been focused on community-centered work ever since. She brings a thoughtful, steady approach to every conversation and is committed to helping communities understand the opportunities and benefits that renewable energy can bring.
